Pope Benedict XVI and catholics probably won't approval this. In this modern day, everything costs money, that includes marriages or divorcing.
Gabriele Pauli, a German MP, proposed that marriage should only last for 7 years. After 7 years, the couple can decide to go their separate ways or to sign up for another extension. In plain words, the marriage certificates should be like marriage contracts, valid for 7 years.

The divorce rates shall reduce dramatically since the contract will expire in 7 years. And since it only lasts for 7 years, people should love each other more; and on the other hand, this new contract can save a number of unhappy couples... they stay in marriage merely because the cost of separation or other financial reasons.
